Cocktail waitress Debra Jackson was 29. She was found on the 10th of August 1985 in an alley in the West Gage Avenue South Vermont Avenue (block 1000). She had been shot THREE times in the chest with a .25 hang gun. and hidden under an old carpet. She was fully clothed.

    That’s creepy. This dude operated around the same time, in the exact same neighborhood, as Chester Turner. It wouldn’t surprise me if they crossed paths walking down the street when Turner was still ‘operating’.

    from my investigation I see that antivirals were not out until 1996, and that the life span for an HIV infected person was 10 years untreated. So….I really have a hard time believing the guy is HIV positive for his reason for killing prostitutes….I think he would have been dead by the time antivirals hit the market, or too far gone for them to do anything for him at that time.

    also hes gone for a while 13 yrs? if so possible prison …or maybe he was on the other side of the country! florida maybe theres some unsolveds there as well I think but I am just going by memory and it fails me at times i would have to go diggin though the files again but it is interesting to see if there are similar cases .

    What caliber gun was used in Janecia Peters killing? It seems like he went dormant after the failed killing and when he resurfaced in early 2000 he didn’t have a gun, resorting to strangulation on a weaker and more vulnerable person (14 year old). By reading all the given facts it’s my guess he was recently released from prison (or in and out of prison) keep in mind the 13 year gap. He was not sentenced in L.A. county. He fled the L.A. area (he felt he failed and ‘Jackie’ would identify him) and was probably arrested in another jurisdiction/county for a violent crime (back then in the 80s, there was no DNA database). Upon his release, he had to have paroled to the only place he knew, HOME. Look for continuing parole violations involving drugs and the parolee eventually in and out of prison so much they finally said time served. This guy is a drug addict/ex-drug addict, he is involved in church and uses that clean cut persona to charm his victims, has trouble interacting sexually with women brought on by insecurities and rejection. He is the quite and smooth type. He obviously feels very confertable in the L.A. area, dumping these women within the dark alleys that he so often rode his bike through when he was a child. He isn’t as slick as everyone thinks and does not go on the prowl but acts more on instinct and urge after a drug induced frenzy. He doesn’t crave the attention but is rather annoyed that he’s on the radar. He will and has changed his MO a bit but he will always slip up due to is instinctive impulses (saliva on breast, semen. etc…). I really would like to know ALOT more about Thomas Steele’s murder. I believe that is the link!!!!!

    Deffinatly the steele muder is interesting I have to read more on all this ….perhaps he was trollling? Could not find the one that suited him? Was upset and just did this guy? Or was he wanting to change m.o. ? Or steele seen something? Or here is a interesting thought of mine perhaps the weapon is a “hood piece” meaning that maybe if he is rolling with certain crews perhaps they share the weapon “hey man I gotta go do this lemme borrow that heat ” there is no questions asked in some circles cause “homie was just putting in work” or ‘I need this again those rival crews are onto me ” type of thing just thinking out of the box here . What kinda made me think that was the survivor said he stopped at a mustard colored house talked to someone there came back then he did the deed who knows but I do agree with you jay he’s gonna slip up eventually .

    Out of all the victims Debra is the one he may have known to some degree. He may have went to school with her. Maybe he frequented her place of employment. Shot three times in torso w/ a type of handgun that has poor accuracy beyond 10 ft suggests he had her confidence.

    The killing had to start somewhere Gary. This likely his first and conciously at least, had not planned to kill her. As I wrote on another post:
    1. Killer likely knew his 1st victim. She was not dressed as a “lady of the night”. She was not in cocktail waitress attire so he did not pick her up at her work. Based on how he disposed of the body he probably shot her in his own residence. Knowing her lifestyle he imagined he he was going to be her benefactor/rescuer. She was not dressed for a romantic occasion and may have been with him to get high etc-nothing more. This woman being who she was had probably heard a million different come ons. She spurned him, he got violent punching her in the face 2x and then he finished her with the cheap piece. He may have planned the get-together but did not intend to kill her. Killer wrapped her in plastic and then dumped her. No sex?? He gets more careless w/ later dumpings. Killer will be her exact age +/- 2 years. Where did she go to school(s)?

    She had Cocain and other drugs in her system that suggest she was using at the time. Links her with all the rest as drug users.

    Unbelievable! The police artist had it SO wrong. The trouble is with a lot of people who are white.. all black people tend to look alike to them? I mean.. they don’t see the subtle nuances. They tend not to see far beyond the color. One of the suspect profiles looks like O.J. Simpson! Once, I had a petit crime by a black youth.. very exotic eyes and dark skin. One in a million face, IMO. It was too small to bother with, IMO, but detective kept bugging me to come in and make a report. He handed me the adult offenders photo book, and I looked through hundreds of photos.. I didn’t see one like my perp. Only one was remotely similar and it was definitely not him. Besides.. my perp was definitely a juvenile, about 17. So, the detective asked if I had seen my guy in those photos and I told him, “no”. He gave me a kind of a look, like “Oh, c’mon.. just pick one out”. I couldn’t believe it. When I told him it was a juvenile, he said he didn’t have the juvenile book and it was clear he didn’t want to deal with it. White middle age detective, and I am also white, but female. My thing is that I have worked so much with the public (a lot of them black) that I see all the subtle differences in a face…black or white. None of the police drawings even remotely resemble the real suspect. To me, he looks like a Nigerian descent. They have a distinctive accent, so maybe? But, his name is US / American, so I don’t get that part.

    The main thing I wanted to say.. I used to work for the phone company and I worked in this neighborhood, many times. It was not my usual turf, but they sent me over there a lot for a period of a few years. At first, I was terrified, because of the reputation of that area and I was a white female, working alone, noon to eight, out and around in the neighborhoods. I soon relaxed quite a bit.. lots more churches in those neighborhoods that any white communities I know of, and a lot of solid family people live there. Also quite a few Latino families, which gives a certain balance that I like. Considering that white people can be such a pain in the ass to live with, in some ways I would prefer to live in S. Central Los Angeles. I felt pretty safe there, really. A friend of mine lives over by 83rd and Hooper and I never felt threatened over there when I was visiting. When I was working these neighborhoods, no one ever bothered me.. seriously! All the bad rap is overplayed. The police do need to focus on building and maintaining trust more in those communities, IMO.
    Well, here is the relevant part I can comment on. At some time, many years ago, the City of Los Angeles paid to have these big green iron gates installed to prevent people from driving through the alleys. They were having a big problem with illegal dumping and other bad things happening in the alleys, and almost every street in most of these communities have alleys behind all the houses.
    This was a big problem for the telephone company personnel, because we couldn’t get to the telephone poles very easily. No one could get in or out of those alleys to do anything. Finally the city started to turn over keys to a single person on the block who would be responsible for the gate, but I’m sure that eventually the gates were either removed or left open, because it would be impossible to maintain gate access consistently by any means. I’ve been retired for ten years, so I don’t know what goes on there, anymore. But if anything, I would very much suspect that these locked alleys were a big reason why the murders stopped for so many years. Obviously, this guy needed a certain degree of convenience to do what he did. He never seemed to go far from home.. either to commit the crimes or to get rid of the bodies. With locked alleys, he would have had few options for either. Just something to think about.. Now, “Thank God” for science, because the cops are not really so smart that they would have been able to figure this one out.. worse, they could have prosecuted an innocent man. DNA is the ticket, isn’t it?
