Dear Councilmember X I wrote you the other day about the Grim Sleeper; and, how I thought his son was him; and how my tip was extremely instrumental in putting him behind bars. Well, I thought about it; and, have come up with an idea. I know when one volunteers to work at a school, they have to be screened, which includes fingerprinting etc. The same needs to happen to contractors, handymen, etc. People don't know it yet; but, the way the Grim Sleeper prevailed for so long was he worked on apartments, housing rehabs; and, he was never subjected to any form of a background check. Some of the clues were some of his victims were said to be looking for an apartment, they had just moved into a place; and, the fact that some of his victims had indescretions is absolutely irrelevant. What was relevant was that they were alone when they went missing; and, the reason the Grim Sleeper knew they were alone was because he himself was working on the apartment or a neighboring apartment. Even his son used that information to burglarize homes while people were away. I believe a "Safe Housing" ordinance should be passed, requiring all handymen etc. undergo background screening, to include fingerprinting & DNA sampling. A number of contractors & workers can be found thru Craigslist; and can usually be found passing thru an Ace Hardware, Home Depot, and Lowes Home Improvements, to name a few. The Grim Sleeper would still be on the loose today, if I had not have recognized his son; and, the only other way he could've been stopped is if an ordinance like this was passed. This would prevent future operators working as handymen to go unchecked for years. Years ago, a Texas serial killer operated as a tow truck driver. Now, all tow truck drivers in Texas have to undergo background screening. To see an ordinance like this passed will vindicate all of those victims of the Grim Sleeper. Requiring background screenings of plumbers, handymen, contractors etc. is the best thing that could come out of this whole Grim Sleeper ordeal. This could lead to a movement that grows nationwide; and, people really will be safer if this happens. Please consider this greatly. Thanks for your time. I looked at the behavior to establish a pattern. However without having all the evidence up front it is difficult to know what direction or what leads possible generated out of the ongoing investigation by law enforcement. African American male or immigrant from outside the United State who resided in the area Handsome but lacks confidence with women The area in which he operates is his comfort zone In the 80’s he was practicing in my opinion due to the victims were found fully clothed I believe the note found with the word “AIDS” is a way for him to communicate the reason or intent to why he is killing his victims. I believe he may have volunteered around the area to help women overcome their drug addiction possibly with the church but felt rejected as well by the drug abuser and prostitutes. I do not believe he is a religious man in nature due to if he had a strong religious back ground the grim sleeper would more than likely have a more Ritualistic symbolic meaning and method of murdering his victims. He escalated to sexually assault in 1988 after possible finding sexually arousal with his victim in September 1988 The coded number with the words “Jose Sola” looks like a medical record reference which could have easily fallen out of his pocket. The orange Pinto is not his style if indeed it was a Pinto. Orange is a bold and bright color and would look out place and draw to much attention. The Blue and white van would blend in with the surrounding area yet, would be out of place but not to draw a lot of attention. The vehicles used where more than likely borrowed without the knowledge of the owner. Three theories I have came up with as to why he disappeared for 13-14 years He is not African American but possible an illegal alien who was deported back to his country. He was diagnosis with AIDS and was presumed to be on his death bed but with medication they got him back into remission. (Doubtful) In the criminal justice field it is suggested the main reason serial killers are no longer active is due to incarnation. The reason for changing his MO could be for several reasons. I noticed that most of the dates coincide with a pay period, after a pay day, or after church/and or church function. ( i threw church in there because I know that there was a church van involved) I certainly don't think that it would hurt the investigation any to find out if there are any banks, or check cashing places near the crime scene's and/or near the church. Amd if there happen to be either 1 or both, with a little bit of book work I am sure that the police would be able to find their man. p.s I think that his male victim was a victim of circumstance. I have met the Grim Sleeper. Lots of people have met him. People refuse to believe he is the murderer that he is. He's an excellent CRAFTSMAN. People don't know the whole story when they see him to realize they are standing on ground zero. I was looking at the three composite sketches when he was standing 20 feet away. I was going to ask him something stupid like, "Are they looking for you?" but smartly, I said nothing. I know just enough about him to tell, his original composite sketch has not changed much. The new sketches severely run the public astray. This websites are a lot closer, but nothing beats the original. He's maybe got some greying and a little more defined wrinkling, but that's about it. The original sketch is a DEAD ringer for the guy. I've spoken with him. Befriended him enough to know a little about him. I did not get his name, but I thought I knew how to get a hold of him, but apparently I don't. I've read enough about him and now I'm pretty sure I know the REAL DEAL - DOWN SKINNY about him and his exploits. To nail his motives further, I would like to know what did Thomas Steele do for a living? If it was, what I think it was, I now know why Thomas Steele was murdered, and it had everything to do with Thomas not wanting to mix business with pleasure - The Grim Sleepers Pleasure. The Grim Sleeper is a HARD WORKING MAN. He is VERY STRONG. Very calculated. Prides himself in his work. He wears work boots, but still sneaks up on you while walking on hardwood floors. The LAPD described locations Inglewood, Los Angeles, yes, but let me add Windsor Hills in there. Let me add New Orleans, Lousiana in there. His LAPD description 45-60, 5'8"-5'10" Yeah ~ Spot On. About 160 pounds. Very strong & proportional little old hard working man. Here's what YOU don't know. The clue from his first murder - She was wrapped in old carpet. The Grim Sleeper is a FLOORING EXPERT. He got that carpet from one of his jobs. He's the best hard wood floor expert I've ever seen. He swings a hammer like a wild man, but manages to perfectly nail those little tiny nails into the hardwood and laminate flooring he's installing, EVERY TIME, without so much as banging his thumb, or putting a dent in the wood. Quickly too. More clues - Bodies found under old mattresses. He repairs apartment units, many times, the old tenants leave behind mattresses. He promised the landlord he'd get rid of the mattresses anyway.... He still drives a van today. Minivan to be exact. Green Ford Aerostar. More clues - some of the victims had JUST found an apartment and were happy to be moving in, according to one victims mom. He finds his victims (YOUNG victims) when they're looking for an apartment. He's there repairing them. They, just like I, are marveling at his work - blammo! They never saw it coming. More clues. Bodies found in Black Trash Bags. As a flooring contractor, he throws a lot of things away. Cleans up nicely to make sure the lacquer finish comes out beautifully. He uses latex gloves as to not contaminate the finishes. Comes in handy for covering up his crimes too. Disappeared for 14 years? Not a chance. He settled down, moved to New Orleans where her mom stayed. Only God knows how many murders he kept committing in New Orleans with the inept New Orleans Police Department incapable of solving those murders. And when Katrina hit, even better for him for several reasons, the DNA records & evidence were destroyed and he got a whole chunk of $change$ repairing floors on houses and all kinds of businesses and churches. Churches? Maybe that was the connection to the church van? He was repairing the church floors and needed the van to get supplies; or, so he said. Those latex gloves came in very handy in keeping the police from discovering his finger prints on the van. Also, ever marvel at the woodwork in a church? Well then, you've witnessed even more of his work; and, you liked it too. The GRIM SLEEPER isn't religious. He just attends church to show the pastor that he is worthy of being hired for any more wood-work they may need. Church is part of his net-working to stay busy ~ stay employed. Money coming in and out would need to be clearly shown (not for profit website). Donations could be as little as $1 and be made anonymously. The killer clearly targets women, and for him to break his routine in this way suggests that Mr. Steele either interupted the killer, witnessed a killing, or possibly knew the killer. Many killers start off targetting a person (or people) they know well. She saw the murderer as setting traps for some of his victims, not just acting on impulse. For example, some thought that they were entering some kind of exchange with him. The spirit said that the murderer was mainly acting out of a need to feel better about himself, that he feels little, and powerless, and killing gives him a feeling of power. He thinks, at least I’m better off than this person feels. There was this idea that he incapacitated one of his victims (or more) by giving them a drug before killing them, but in a way that made them fall over repeatedly (ataxia?) and which gave them headaches. I got the impression that this was done through a vein. Apparently this was to make them easy to control before shooting them. The spirit also saw a connection to a garage. There is more but much is personal and I don't want to post it openly. The main reason that I’m posting this is because I think that everyone should know that their loved ones are very close and are watching over them, and that they will see them again on the other side. The suggestion that someone made about a donations tab opening up is a very good idea. Also, I opened this thread to think of ways to get more information from the LAPD, perhaps start a petition and spam emails to sign it to ask for the LAPD to release information to the public so people can further thier studies in the investigation because to be frank all the information we have now we can't really do anything with decides converse on things that we already know. Perhaps his mother was a prostitute or, more likely, what he perceived to be a prostitute, and she was abusive to him and he felt abandoned by her. The fact that he dumped the bodies of the women in the "trash" or used garbage bags is a metaphor for his thinking that women are "trash". --Since he apparently wasn't in jail during the l3-year gap between killings (there are no fingerprint records of him or DNA matches on file), most speculate that he was away during that time or in the military. But I think it's possible he was married during that time, and perhaps a break-up or divorce precipitated his killing again. A divorce or break-up (especially if his wife or girlfriend cheated on him or he believed she did) would "prove" to him that women are "trash", in his view, prompting him to kill again. Serial killers rarely kill the people who have "wronged" them, but instead kill proxies. --He was described as super-neat in his appearance and sounds like what is called an "organized" killer. --His murders involved a great deal of detachment in most cases-- shooting, less often strangling. When a face of a victim is covered, as was sometimes true for this killer, this means he might have wanted to depersonalize the victim or may have had momentary remorse in that particular case. In general though his murders seem detached. --Was the church van stolen by him? If not, did he work for the church? Perhaps he felt killing prostitutes was somehow his "mission"-- ridding the world of a certain type of person, as he sees this through his distorted thinking. He's probably soft-spoken, intelligent, and not someone most people would think of as a potential killer.
