Heres a little factoid for you all who follow criminal activity in California:
It wasn’t until a relative of a serial murder victim began pushing for a citizen led ballot proposition that REQUIRED California prison inmates to provide a sample of their DNA via oral mouth swab that the voters got the law into the State Penal Code.
The bureaucrats in California couldn’t figure out how important it was….. (they can’t even compile a budget each year without going way past the deadline, but thats another story).
So, DNA in California is now a tool that can be used along with fingerprints to track felons in their continued illegal activities. But it was only because of the hard work of one man who was the brother of a woman murdered by serial killer in Oxnard, CA.
Bureaucrats did nothing to help in this process. The VOTERS passed it.
