DNA ‘familial’ testing FAILED

How is this possible? How can this killer be so lucky and mysterious?

I wish this site were in chronological order … other posts made this DNA screening look as if it were still being planned.
In any case, the failure of the screening probably has more to do with the DNA databases around the Country still being in the developmental stages. California as a State did not begin building a felony conviction database until a few years ago. Every State and the Federal Government will eventually link their criminal databases of DNA but the various databases as of today probably are not seamless.
Or, as I’ve posted elsewhere, the killer may be an illegal immigrant who was never fingerprinted nor DNA profiled through American Justice Systems. He has an accent…. his fingerprints are known but not found in our files…… his DNA can’t be matched. If he were a LEGAL immigrant, his fingerprints would be in immigration databases.
